Information on the Development of the Business Ready Site

The Covington-Alleghany County Industrial Development Authority (CA-IDA) is working to develop a business ready site for our target industries such as: traditional manufacturing, food and beverage production, pharmaceuticals/medical products, distribution centers, etc., to further growth and investment in the Highlands. Our project is located in the Alleghany Regional Commerce Center (ARCC), near Timber Lane and Piney Ridge Road, on public land. The CA-IDA has been working closely with the City of Covington and Alleghany County on this project. Currently, we have begun the initial site-prep work of tree-clearing. The tree clearing of the site was done to aide in marketability and to assist with efforts related to the construction bid preparation process and construction phase.

We are leading this development for the region on behalf of the City and County, who are jointly funding the project. Our goal is to grade 50 acres within the 104 acres near ARCC in phases. A total of 4 construction phases have been identified to grade the site to be “business ready.” We are working with Timmons Group on finalizing the design. It is important to note that this project will meet or exceed all Department of Environmental Quality (DEQ) regulations and guidelines, and will follow all required permitting requirements, such as those from the Army Corps of Engineers.

Site readiness is a priority of the state and our Governor. Business Ready Site Development is a tried and true approach to economic development for the purpose of creating private sector growth and investment. This project also represents an enormous opportunity for the CA-IDA, and we are fully engaged in this development. We are meeting monthly to manage this development and have designated a point of contact for our efforts, Krystal Onaitis, who is our Co-Director and Covington City Manager. Yes, there is a lot of leg work that occurs with a project like this from business planning and financing, to site due diligence which have been completed or are underway before breaking ground. Everything is being done to ensure this is a win and a success for ALL in the region.

Based on current schedule, construction will begin in June 2022.

There will be a public meeting regarding the pad site development at Alleghany High School on April 7, 2022 at 5:30 p.m.
